Corporate History

Expertech Solutions founded by Charles E. Vela, was created to meet the federal government’s need for objective assessments of civilian and military programs with high level of organizational and technical complexities. Vela spent years assisting federal agencies solve complex challenges as a technical leader and technical staff member of prominent Federally Funded Research and Development Centers (FFRDCs) and non-profit organizations, including the Illinois Institute of Technology (IITRI), the MITRE Corporation, Noblis (formerly Mitretek Systems) and The National Academy of Sciences/Institute of Medicine. 

Vela brought on board other well established FFRDC technical leaders from IITRI, MITRE, Noblis and the US Institute of Peace.  The firm’s initial team of scientists had experience and impressive contributions within their respective areas of expertise. Dr. Margarita Studemeister, Mr. J. Walter Vera, Mr. Dennis Copeland, Mr. Pete Kotara, Dr. Peter Nash and Dr. Fred Cecere each had over 25 years of experience in business transformation and technical modernization of mission-critical civilian, medical, intelligence and defense systems. 

Because of the demand from the federal government for Expertech’s services, in 2008, the organization began to transform from a small consulting firm to a strategy, systems engineering, and professional solutions company. The company chose to augment these services with an R&D program in response to the strategic, operational and business challenges facing the federal government.  Expertech brings unparalleled integrity.

Because of its objectivity and experience, the highest levels of government often requests our consulting services to support define the direction of major federal government programs.

Expertech frequently goes beyond the scope of similarly minded FFRDCs and non-profit think tanks  by providing full life-cycle implementation services for programs and initiatives required for national security and the public good.

Charles E. Vela is the founder and vision behind Afilon. He brings over 25 years’ experience as a leading research and development engineer, educator, and entrepreneur. Throughout his career, he has managed large scale and complex programs that apply advanced technologies. He has supported federal agencies in business transformation and modernization in the acquisition, design, integration, deployment and operation of large-scale complex, mission-critical systems.

Walter contributes and executes Expertech’s strategic posture across the company’s business development efforts and delivery teams.
J. Walter Vera has over 25 years of strategic consulting and technical implementation experience. Throughout his career, he has honed his expertise in strategic modernization of legacy systems of federal agencies to enhance service to the nation’s citizens. He has deep experience in technology application, selection, integration, and implementation across federal enterprises to meet critical business needs.
